Pyongyang, October 26 (KCNA) — The DPRK permanent representative to the United Nations sent a letter to the president of the UN Security Council on October 25, as regards the provocation the ROK committed by groundlessly shifting the blame for the dubious “mine explosion incident” that occurred near the southern border of the DPRK on September 21 to the DPRK.
The letter said that the “mine explosion incident,” fabricated by the ROK, is a sinister obstructive move to brand as a “military invasion”, delay and impede the DPRK’s fortification of its southern border, and a farce to evade the responsibility for the ever-escalating tensions on the Korean peninsula. It went on:
The DPRK’s fortification of its southern border is a legitimate and just exercise of its sovereignty going in strict conformity with the UN Charter and international law as it is a self-defensive measure to defend its territorial security from outside threat of aggression.
Nevertheless, the ROK has unhesitatingly committed such extremely reckless provocations as opening fire on our service personnel involved in the border fortification project to pose a serious threat to their lives and safety.
This is a wanton violation of Article 2 (4) of the UN Charter which stresses the need to refrain from the use of force or threat against territorial integrity of any country in international relations.
I remind you that if the ROK invades the territory of our country even a millimeter or perpetrates a direct provocation doing harm to our personnel’s safety and lives, the DPRK is legally entitled to exercise the right to self-defence specified in Article 51 of the UN Charter.
If the ROK violates the sovereignty and territorial integrity of the DPRK despite our warnings, the former will be held wholly accountable for all the ensuing consequences. -0-
